$50 plo, bluffing opportunity on turn?

HJ: $50
CO: $52.47 (Hero)
BN: $182.66
SB: $58.43
BB: $49.50
UTG: $99.13
CO = 19/12/0 but not much sample
BTN = 32/3/1, I didn't think he would squeeze here so light
BB = 51/25/4, most likely a rec. player
Preflop ($0.75) (6 Players)
Hero was dealt 4 K 2 K
UTG folds, HJ raises to $1.50, Hero calls $1.50, BN folds, SB folds, BB calls $1
I have KK with some other potential, and BTN didn't seem to be very squeezy. Calling seemed best.
Flop ($4.75) 6 9 2 (3 Players)
BB checks, HJ bets $3, Hero calls $3, BB calls $3
Well, this flop has lot of draws and when HJ bets small into the pot I'm probably ahead of his range. However BB's range is still uncapped, so I just decided to flat. If BB folds, I think we can either check back turn and get to showdown vs HJ's weakish range, or take down the pot on the turn somewhat often.

BB checks, HJ bets $6.50
When BB flats, I doubt he has 2p+ very often. 62/92 aren't likely to have defended preflop, and 96 would most likely x/r on flop. J could have helped him somewhat, in case he didn't 3bet pre with rundowns like JT98, etc.

Now combined with that, when HJ bets really small again I honestly thought I would have the best made hand here a lot. That said, is raising here (to $20 ish) a bad play? Sure, I can sometimes run into big hands from BB/HJ but that shouldn't happen very often, based on my reads.

And if raising is alright, what rivers do we jam?
