3bet locked nut str8 on the flop, ugly runout

Blinds: $0.10/$0.25 (5 Players) BN: $26.23 (Hero)
SB: $16.84
BB: $25.00
UTG: $28.35
CO: $46.13
villain 32/21 over 15 hands, basically unknown
Preflop ($0.35) Hero is BN with J 7 Q 8
2 folds, Hero raises to $0.62, SB folds, BB calls $0.37
Flop ($1.34) 9 6 5
BB checks, Hero bets $0.80, BB raises to $3.50, Hero raises to $7.20, BB calls $3.70
Not entirely sure what the best play is range-wise vs exploitatively. Decided to 3bet in the end but the board is so dry and locked that I probably don't even need to have a wide 3betting range, especially not with a str8 without freerolling potential. I think I can even float my blocker hands that I want to play back with instead of 3bet.
Turn ($15.74) 9 6 5 5
BB checks, Hero checks
River ($15.74) 9 6 5 5 6
BB bets $14.00
Is it fine as played if I fold here? I mean, the board blocks a lot of boats but I still don't think he takes this line with much else. Don't think he pots 87 like that and very likely no bluff either.
