25PLO: Weird Flop Play by Villain, Shove or X/F Turn?

BTN is break even reg I haven't seen in a while. He is tight/passive and nut peddles. No fancy lines, just straightforward, ABC play. Loosens up a ton pre-flop OTB though.

Obvious 3Bet pre-flop. Ranges aren't really defined, SS is a loose/passive fish that could show up with anything and BTN will call with any playable hand and any hand with implied odds.

CBet flop, SS folds and BTN just calls. I found this really weird. I thought he would shove any of his wraps, sets, two pair and probably even his one pair+overs hands. I had a really tough time of gauging his hand strength here. I knew he was passive, but he's tight and knowledgeable enough to know general equities. Let me know what you guys think a calling range might look like here IYO.

Turn should say I shoved and he called.
This is the spot I was wondering the most about. If he had pair+overs the Q crushes his range, but if he had JT8 we are still ahead. LMK, what you guys think about whether or not to shove. I am leaning towards shoving myself because I think he'd be jamming Q9** OTF given that he probably has some sort of straight draw to go with it (QJT9, QJ98...). He also should be shoving his wraps with an equity advantage OTF and not let me make up ground OTT. I mean, he may slow play some sets OTF, but honestly he can show up with a ton of one pair hands and a multitude of draws so, I'm B/C the flop with ~36-38% vs. his range.
