25PLO: HU Weird 3Bet Pot Hand

SB: $30.80
BB: $57.05 (Hero)
SB is a loose/passive fish. He can be aggressive, but usually at the wrong times and in spots where he obviously has the nuts or close to it. This is 89 hands in. I don't remember a whole lot of game flow type stuff as this match was a few weeks ago.

SB Stats: 60/57, AF 1.9, Fold to Flop CBet in 3Bet Pot 33%
BB Stats: 38% VPIP from BB (catching lots of hands), 3Bet 22%, CBet in 3Bet Pot 75% (3/4)
Preflop ($0.35) (2 Players)
Hero was dealt 9 8 J K
SB raises to $0.75, Hero raises to $2.25, SB calls $1.50
Standard 3Bet
Flop ($4.85) 3 Q 2 (2 Players)
Hero bets $2.80, SB calls $2.80
This board doesn't crush my 3Betting range by any means and he shouldn't have too many strong hands here which is why I elected to bet small. When he calls I think he can have a lot of weak hands (Any Pair+Weak Draw, Bare Wrap, Any Naked Pair+Big Cards, Any Pair+Gutter, etc). No sets or two pair though.
Turn ($10.45) J (2 Players)
Hero bets $10.10, SB calls $10.10
I don't like my bet size here, but I don't mind barreling. We have a J which blocks his top two combos and he didn't show a ton of strength OTF. If I had to do it over I would've bet like ~7.50. Once he calls again, I'd put him on maybe weird two pair like J2, J3 or (Ac-Jc):Q,J,3,2:cc. A hand that has some SD value and a decent draw, but isn't doing well against my getting it in range OTT.
River ($30.65) A (2 Players)
Hero bets $30.30
He calls river w/ $15.65 left.

I decide to follow through given that the draw missed and I should have lots of big cards in my hand. I'm also near the bottom of my range on this river given that by now I usually have at least two pair. I think I can get him to fold out his weak two pair and obviously any busted draws.

Hero has 9 8 J K SB has 2 K 4 T Hero wins $14.65 , SB wins $61.10
What do you guys think about my overall play of the hand? I found it to be a strange hand because usually anything that would call a bet OTT was probably better off shoving the flop or turn (sets, two pair, strong draws). Let me know what you think. I'd give my play like a 6/10.

I'm wondering what he would've folded had he not made the nuts OTR. Like, if he'd fold J3, J2, even maybe A3, A2 w/ NFD?
