Not really sure what is the best way to play this hand against a 4% range in this scenario. Would like to hear some opinions on it.

depends on opponent. There are some that will actually give up if you show some aggression on this board, but some guys you have no fold equity on the flop.
If you have an opponent that isn't folding to a flop raise you might as well just x/f because you aren't getting direct odds and have some RIO the times villain has a better fd.
against some villains I don't mind a small x/r on the flop planning on jamming turns if you hit a heart, pair, or OESD. but most of those villains are looser so I'll actually have some fold equity on the flop.
