Zoom NL50 BU vs BB - TPGK vs x/r on dry board

BN: $51.50 (Hero)
SB: $59.64
BB: $54.99
UTG: $52.56
HJ: $55.22
CO: $69.54
Preflop ($0.75) (6 Players)
Hero was dealt K J
UTG folds, HJ folds, CO folds, Hero raises to $1.25, SB folds, BB calls $0.75
Flop ($2.75) J 3 5 (2 Players)
BB checks, Hero bets $2, BB raises to $6, Hero calls $4
Turn ($14.75) J 3 5 9 (2 Players)
BB bets $10.75, Hero calls $10.75
River ($36.25) J 3 5 9 8 (2 Players)
BB bets $15.25

Villain is a reg who runs 30/23/2,1/8,3 over 1,3K Hands - FtCbet oop 60%, raises c-bet oop 9%, calls 31% - 3b vs BU 20% with 7% from the BB, flats 35% vs BU steal - he seems to play like all the time with different stacksizes from 50, 80, 100, 150BB which I don't get why. I've seen him flat A4 vs my BU open - x/r on A55 - x turn A - bet river Q

Not sure what to make of his x/r since I don't expect him to have a raising range on that flop. Turn is std I guess?

Do I have an easy call otr? He can't have many value hands - not sure if he could play AJ like that + I'm getting great odds but with this sizing I don't think he will ever show up with pure air.

Thoughts?
