villain is a 3 tabler, but zero hands on him

his flop raise is weird, because it is unnecessarily large on that board, protection is not an issue at all. but KK is still too strong to fold.

on the turn he uses quite a weird betsize again, leaving him 4$ left in a pot (if I would call) of 15$. my initial thoughts were that I have to call here, because his most likely Qx are heavily blocked; namely QJ and KQ and why should AQ raise that flop with that size? to me his line does not really make sense. i folded then in the end, because weird lines on really dry boards are usually the nuts at this limit and saw in my inner eye him turning up with a random QTs type of hand on the turn. do you call or fold?
