x/r set on turn facing shove

Hero checks, CO bets $0.15, Hero calls $0.15

Turn ($0.59) T 4 3 9

Hero checks, CO bets $0.31, Hero raises to $1.00, CO raises to $3.57

villain is 35/20 over 203 hands / 41% att to steal / 2.3 agg factore / 60% c bet flop

i decide to just call cause board is dry im keeping check raise for turn since i think he gonna bet on lots of cards

after x/r on turn, villain raise for majority of my stack

i feel like he never does this with hands that i beat... like FD and straight draw calls

do you guys think he doing this with draws or only with better sets
