Welp, Here's a Weird One

Preflop: Hero is BB with Kc Qs
3 folds, SB raises to $15, Hero calls $9
Flop: ($30) 7h Jh Qd (2 players)
SB checks, Hero bets $20, SB calls $20
Turn: ($70) 2c (2 players)
SB checks, Hero bets $48, SB calls $48
River: ($166) 8d (2 players)
SB checks, Hero bets $112, SB raises to $658 and is all-in
Villain is a fairly new 28/20 reg-appearing player. SB steal 67% over 240 hands.
On one hand he's not repping much of anything and should never have nutted hands like T9 where I can. On the other hand, well, he's not repping anything and should know it so I'm not sure how often the player pool is bluffing like this. I also have a ton of better hands in my range to call the river with so does that make this an easy fold?
