Weird river spot in 3b (overpair)

BN: $218.03
SB: $305.77 (Hero)
BB: $327.02
HJ: $647.35
CO: $265
BTN: fishy 28/10, passive straightforward player
CO: reg, but tricky imo. Didnt play with him much. Stats: 30/22 F3B: 50, stab turn 60, fold to cbet (3bet pot) 28
Preflop ($3.00) (5 Players)
Hero was dealt Q Q
HJ folds, CO raises to $6, BN calls $6, Hero raises to $23, BB folds, CO calls $18, BN calls $18
Flop ($74.00) 2 5 8 (3 Players)
Hero bets $35, CO calls $35, BN folds
Having fish behind i think he will be floating much less (Maybe i am wrong)
Turn ($144.00) 8 (2 Players)
Hero checks, CO checks
I slow down here with many hands a lot. With bluffs, overpairs. I think i mostly bet here semi bluffs, full houses, trips. Maybe AA.
River ($144.00) 9 (2 Players)
Hero bets $84, CO raises to $206, Hero folds
On the river my plan was to extract value from his TT-JJ, some hero bluff catchers

Maybe my line looked weak and he decided to turn smth into a bluff or maybe he was the best right from the flop.

What are your thoughts?
Final Pot
CO wins $308

I don't mind your turn line for balance but I wouldn't be checking this sort of turn 100% of the time with overpairs since doing so would mean you aren't value-heavy enough in this spot imo. And if this is the case, then I would stick to throwing in a few turn checks with AA/KK and bet with QQ since it's slightly more vulnerable. A better way to balance your turn range in this spot is to barrel AK/AQ against the right opponent.

As for the river, I'm equally confused by villain's line since the only hand that might make sense is 99. But this spot is so infrequently bluffed (especially to that small amount) that I don't hate a bet/fold.
