Villain makes an unexpected river shove

Villain is 23/21 and 9.8% 3bet over 500 hands.
Cbet IP: 94% and OOP: 78% and raise vs cbets: 25%
100% fold vs an OOP cbet but only a sample of 4.

HJ calls $0.10, Hero raises to $0.40, BN calls $0.40, SB folds, UTG folds, HJ calls $0.30

HJ checks, Hero checks, BN bets $1, HJ folds, Hero calls $1
Check to villain because he is aggressive and folds a lot to cbets.
Call because I have nut flush blocker and because he folds a lot to aggression but bets a lot when shown weakness.
Turn ($3.35) J (3 Players)
Hero checks, BN checks
River ($3.35) 5 (3 Players)
Hero bets $2, Hero folds
Villain shoved over my bet here and I folded.
Flush draw missed and it could be that he bluffs after his draw missed, it also makes sense since he checked back turn if he had a flush draw.
Otherwise what does he have? set of 5? Or a slowplayed set/QJ/T9s?
But I still weighed to a fold because of how rarely these plays happen at micros and because stack threatening aggression is usually unbalanced containing more value than bluffs.
