Understanding 3Betting

Given we understand basic ranges and we can tell wether we raise for value or as a bluff.
If I raise around pot size, does that mean that I need roughly 30% 3bet bluffs?
How does this logic interact with 4bets?

I try to be practical.
Assuming this is the UTG opening range.

We are in the CO.
1. I believe we don´t call any hand form this position vs UTG. (at least it is a fine strategy)
2. So we either 3bet or fold and we raise around pot size. So my 3bet range should look something like this:
My 3bet bluffs are darker. What do you think. I know its weird to call 99 a bluff but I don´t know any better way to think about it for now.
We have roughly 30% bluffs.
