Turn spot vs raise after check check flop

i'm not quite sure what to make out of this line. I have no reads vs this guy and i have no idea about his check flop raise turn strategy. Basically i feel he should almost never have a flush here given he would have comfortably cbet on the flop with the fds. He is repping only 333 here that could raise but i think even with 333 here his line is semi badish. What should i do here in general? Raise for value or call to induce a bluff?
