Turn (and river) decisions with top set on board with possible straights

Blinds: $0.10/$0.20 (6 Players) BB: $21.63
UTG: $21.92 (Hero)
MP: $8.83
CO: $21.89
BN: $20.60
SB: $20.00
Preflop ($0.30) Hero is UTG with Q Q
Hero raises to $0.50, 4 folds, BB calls $0.30
Flop ($1.10) Q 6 T
BB bets $0.70, Hero raises to $1.92, BB calls $1.22
Turn ($4.94) Q 6 T K
BB bets $3.95, Hero calls $3.95
River ($12.84) Q 6 T K J
BB bets $5.13

So villain is a weak-passive reg 19/13, 2.8k hands (so he plays a decent amount, not a fish).
AF 1.4 WWSF 46 WTSD 33
Donk flop 8%
Cbet 26% (so he is tight with bets)

3-bet BB vs UTG 0% 0/38
Cold call BB vs UTG 12%

So OTF easy raise for value to stackoff TT, 66 and make flush draws pay.

OTT he insta-bets large, so I thought about J9s and (maybe!) AJs. And decided not to go for variance and just calldown on most rivers.
Will you raise allin here?

OTR it sucks, he underbets, I don't think it is a profitable call.. Or maybe we call because of huge pot odds?
