I think people play not all Tx.
Mostly they play only AT, KT, QT, JT, T9s, T8s. You beat only T8s and this is only 1 combo.
UTG bet twice in 2ppl and his second bet is on a larger side, so he should have some value hand. Will he reraise here w AQ, KQ, KK, AA? I doubt. Our call vs fish looks very strong. But I think you might be priced-in to call a shove already. You need 25% equity to call there. But you have only 11% if both players have very strong range of AxTx,AxTy,KxJx,KxTx,KxJy,KxTy,QxTx,QxTy,JxTx,JxTy,Tx9x,99.
Issue here is that you block a lot of Tx combos, your Tx combo is weak.
And you block only some KJ combos, and both CO and SB will have all KJ combos.
Even with AT you have only 14% equity OTT.
Looks like a fold when fish jams. Or certainly a fold when EP jams.
I would x/f the turn with this action.
Fold turn for sure, utg still has everything that beats you in his range and while you do block some of sb's valuerange, it's difficult for him to have bluffs.

I don't think AQ/KQ is in UTG's range,he tend to check here to control the pot as the flop is so wet and he was not in position.
