MP folds, CO raises to $0.30, Hero calls $0.30, SB folds, BB calls $0.20

BB bets $0.47, CO folds, Hero calls $0.47
Turn: ($1.89) 2d (2 players)
BB checks, Hero checks
Feel like when he donks a dry flop and then checks the turn he usually just has air, so I didn't see much value in betting.
River: ($1.89) Ts (2 players)
BB bets $0.94, Hero raises to $3.50, BB raises to $19.57 and is all-in
I figured this hand is a monster vs. someone this fishy so I raised for value. Also in the previous hand he shoved river vs. me where I ended up folding. I don't see what sets he could have that donk flop and check turn. Is this just an easy fold vs. a passive fish?
