Top Two Pair facing turn minraise and river shove

BN: $51.60 (Hero)
SB: $107.06
BB: $56.06
UTG: $50.75
HJ: $50
CO: $112.87
SB is a fishy player, only 20 hands.
BB looks fishy from his preflop actions but no reads.

SB: 44/19 no other reads.
Preflop ($0.75) (6 Players)
Hero was dealt K Q
UTG folds, HJ folds, CO folds, Hero raises to $1, SB calls $0.75, BB raises to $2.50, Hero calls $1.50, SB calls $1.50
Flop ($8.00) Q K 2 (3 Players)
SB checks, BB checks, Hero bets $4.25, SB calls $4.25, BB folds
Should bet his bigger in hindsight..
SB SNAP calls and I put him on a JT type hand.
Turn ($16.50) Q K 2 9 (2 Players)
SB checks, Hero bets $7.75, SB raises to $15.50, Hero calls $7.75
I still believe he can have some worse hands that minraise here such as weaker two pairs.
But TJ is also very likely now.

This is not a spot where I would usually shove as it is hard to get called by worse, but in this case I am not so sure if that holds true?
River ($47.50) Q K 2 9 3 (2 Players)
SB bets $30

I still think this looks like JT a lot but it feels like a sick fold vs the fish as he can make have a worse two pair occasionally.

With limited reads I was really not sure what to do.
