My range is strong when I call from HJ and check-call the flop.
I don't expect him to be bluffing wide against me on the river.
-I beat his complete air hands of which I don't think he has too many.
-I dont think he value bets worse.
-His semi-bluffs/air improve to a flush draw on the river.
-I block AQo, one of his main bluffing hands.
I still don't think I can ever fold river but it is a large bet (23bb).
Does anyone fold?

preflop vs this guy i think calling KQs is ok
the riversizing looks pretty valueish to me and as you said there is not too many hands without SDV in his range OTR, so i guess im making an exploitable fold here
I don't like to C/behind here cuz there are too many draws and i think he wont c any sdv here like KQ AK KJ K9 88 JJ or some K8...then if u check OTR when river comes and it's Xh is not easy to call...the i bet OTT to see what happens OTR...btw if he c/r OTT he's not gonna have anything that u can beat IMHO
the board run out pretty bad for us i would prefer a fold here i dont think he checks behind without showdown value i think he would had bet any bluffs on the turn since this board hits his range prett good and th board gets scarier with each card. think his main hands here are Ak that go for pot control and value bet the river. I would suggest a fold dont think he value bet bluffs here.
