Are you sure these are his stats? It does not seem fish. Anyway, flop bet/call is bad imo, you dont have to defend this wide vs a raise and your hand has very little equity at this point. Just b/f. As played river is horrible imo, you rep nothing and you dont block his value range. You could have saved yourself from making this mistake if you have folded OTF
Im not entirely sure about this but i think that Vs 32/1 limpfish these random spew raises work great, and its something i do sometimes, with success id say.
However, from a game theory pov its really out of line and just bad i guess.
As played you can easily call flop cause you have odds to get top pair or even a straight; x/x turn is also ok and river is an easy fold. When a fish that is not super aggro mini raise you otf, he always has a hand and he almost never folds, even on scary boards.
