SB preflop strategy vs BB

I'm having issues play effectively against BB on SB when folded to me.

I know it is popular now to limp entire range on SB vs BB, but what hands do we choose to limp fold, limp call, and limp raise?

I know it is always case by case. But we should have default strategy, right?

In most small/mid stakes environments limping is not a good idea for two reasons:

1) People fold good amount to raises, so why wouldn't we just raise?

2) Rake is high, so we're not super happy about seeing flops. We'd rather take it down preflop.

If you play againts tough opponents with smaller rake, limping becomes a thing to consider.
