River spot vs Fish

On 91 hands CO plays 72/40 with 2.0 agg factor. In general he's just a fish with which i have no dynamic.

What do you think about this river bet fold? I considered him to be bad enough to call with many worse hands. When he raised i wasn't sure i could put bluffs in his range. Although he might be raising with worse for value like an 8 or a T. We have quite good odds, afterall he just minraised. Do you call here? I folded to discourage my habbit of making a decisions and then talking myself into doing otherwise. Too many times i've said "bet fold here" and i ended up bet calling.
