In game raising was my first tthought and I think its the best bluff combo to add on 99-77-JJ-97s-J7s
The other thing its that with this bet sizing maybe he never b/f anything but I dont have a lot of info,
and that maybe I have enough to call only( call its probably my last choice)
thoughts?

Readless I think your hand is simply too good to turn into a bluff. Villain also seems pretty polarized with his line and bet sizings so I don't think turning top 2 into a bluff really accomplishes anything at all. He's likely either snapcalling or snapfolding.
Use for bluffs some bluff hands, if you use this hands for bluff, you actually dont have much of calling range anymore, he fold (you prob would have won anyway by calling) or he snapcall and you lose, burning money that way, for bluffs use hands what really cant call at all, dont know, some missed backdoor draws or so.
People dont fold 7x here often enought to start bluffing your good calling hands.
i thought you were going for value and i was gonna say "too thin"
not sure why you don't like a call here, you are at the top of your bluffcatching range
turning into a bluff to make fold some QQ+ and some weak 7x can be ok since we block JJ,,99 but i think call is slightly better
