should fold turn to cbet be higher then flop cbet in theroy if flop cbet is from 1/3 to 1/2 pot size. and turn is cbet is higher then 60% pot

Theory would pretty much never offer any reasonable answer to such a vague question.
Assuming ranges are perfect balanced and polarized and there is no river action in your toy game, then the better will have between 41,9-45,7% bluffs on the flop and 27,57% on the turn.

Who c-bets 1/3 pot? Ofc ppl fold more to turn bets and less otf because the c-bet range is much wider than the turn bet.

Janda's book discusses a lot on it. I'd recommend it since your question is so vague and depend on a lot of factors that aren't available on the thread.
the bet sizes i stated are normal sizes for hu hypers, I want to understand them better but theory for them is hard to come by.
