He must either v-bet super thin OTR, or double float with any fd, which you block many of to x/call river.
Given sizing I would probably call it off too, I`m heavily blocking KQ, AK prob 3b some % of the time PF so I can be on board with the call. His stack sizing also indicates he is fishy, so there is also a bigger chance that he can overplay/bet for this value with hands like 9x,TT,JJ.
Replaying the hand completely I might consider just x/calling turn (but I`m not sure if that is any good because it's capping our range).
x/eval ott, as played xf otr. vbetting turn and xf otr is also an option.
Him being fishy makes thin vbets way less likely, recs like to take showdowns with marginal hands. He obv wants a call, you have a bluffcatcher, I wouldnt even consider his range/blockers and stuff and just fold otr.
