Q9s too passive?

Preflop ($0.75) Hero is UTG with 9 Q
Hero raises to $1.25, 4 folds, BB calls $0.75
Flop ($2.75) K 2 T
BB checks, Hero bets $1.31, BB raises to $4.50, Hero calls $3.19
I dont know to 3bet here or not. He has 22,TT, (6 combos) KT (16combos) in his c/r range. And ofcourse the draws, but i block some draws thats why i decided to just call.
Turn ($11.75) K 2 T 6
BB bets $7.50, Hero calls $7.50
River ($26.75) K 2 T 6 6
BB checks, Hero checks
I didnt bluff because i block his missed draws or is this stupid?
