process for building a check/call and check/raise line as the preflop raiser

In PG's last two 2/5NLH videos Phil talked about check/call and check/raise lines as the PFRer. I am wonder the best way to think about building this kind of range from a balanced perspective to start and from an exploitative perspective.

I am mostly interested in how to do this facing a BUT flat on middle and low boards(367tt, 89Jr, 57Ttt) where I expect to get called or raised often if I CB. Right now I do a lot of check/folding in this spot and because of this I have been mixing in some check/call and check/raise lines as I think many regs with auto stab these boards.

I guess I am asking how do I split my range into CB, CH/F, CH/C, CH/R. How would you approach this from a GTO thought process? Once I have a better grasp on this process and the ranges it produces I think I will also have a clearer idea on how to find spots to exploit players in this spot as well.

If an example helps - lets say I open UTG ~15% of hands and BUT flats SCs, 22-99, some weaker suited B-way, some Axs,some SGs and we see a 3c6s7s flop. what is the plan? how might our plan change if we opened from CO with 23% of hands?
