Pre-flop: Too strong to fold, too weak to call --> raise?

I remember the final boss of the internet (aejones) talking about this, but I can't find the video anymore.

Let's say you play HU and you get dealt hands like and 79o
These hands are probably too weak to call vs a 3x open, but they're slightly too strong to just fold.

You'll see a lot of good players who'll pick hands like that and 3-bet them. Especially the good HU pros.


Isildur vs Chewy in the 25k National HU 2013 comes to mind where he raises 63s, and Bonomo vs Ivey, where Bonomom raises 79s from the BB.

What do you guys think about this concept? Is it generally a mistake to raise these type of hands, risking a big pot OOP?
