A good way to think about 3B ranges is to see them as a "twin" to your flatting ranges. When you have chosen a flatting range somewhere (say, 10% on the BU vs an EP open), it will contain many good-but-not-stellar hands like AQo, KQs, 99, etc.

To add bluffs to your value 3-bets you will then need to grab for other hands. That can be low Axs, K8s, J9s, small pairs, and so on. The reason such a 3B range is called "polar" is that it has a gap in the middle where your flatting hands are.

Polar ranges work well against players that fold a lot to 3-bets. In that case it's sort of a waste to use a hand like AQs that has good equity when you flat and play single-raised pots, since the post flop playability of AQs is not used much against a player who rarely calls.

If you instead move good flatting hands into your 3B range, you are making it linear. Linear ranges work well against those who call generously vs 3-bets (and it's good if they don't 4B much). Now you make money by getting flatted by worse hands and playing vs them post flop.

In case you decide not to have a flatting range somewhere, your 3B range should be linear. To state the obvious, it doesn't make sense to fold hands like AJs and 99, and use K9s and 33 as bluffs.

Thank you so the way to think about it is if they fold a lot to 3 bets use a polarized range and if they flat 3 bets more have a linear range to extract value ?

There are other things to think about as well, but in broad strokes, yes. If they fold a lot, and people behind you don't interfere, you can exploit folders by adding lots of weak 3-bets. Against loose callers, it's good for you to have a linear range that dominate their range and can extract value post flop.
