play against a small 4bet oop

What is your play against a small 4bet oop SBvsBU? Say some guy opens otb for 2bb and after we 3bet to 9bb in the sb, he 4bets smallish to 18bb. I don't have further stats on him, the site where i play doesn't allow tracking software. I only know that this is his standard ip 4bet size. oop he would 4bet a fairly standard size. What are we doing with our range, the odds that we get should allow us to call almost all of our range but we are oop, so i don't really like that. Jamming with our premiums also sucks a bit because we don't get that much dead money if he was bluffing, but is he bluffing more with that size? How would you perceive his range? My 3bet range looks like this (with MP3 being his 4bet range).

When Villains three-bet smaller, their range should become more linear, as you are more likely to call and less likely to fold. Villains should thus bluff less. I'd be cautious to assign the button here many bluffs at all.

I would cut A5s-A2s and 98s entirely out of the range you give to Villain. Those hands have very profitable calls versus the three-bet. Better hands for Villain to four-bet with are hands that cannot profitably call, such as A5o, although for this sizing I expect few such hands to be in his range.

Against the more linear four-betting range, you should fold easily dominated offsuit hands (ATo- AQo, KJo+), and a few of the worst suited combinations. Call with the majority of your range. I would still argue for a very narrow five-betting range that includes AA and a few bluffs, and sizing that such that you put in 25-30% of your stack or so seems best.
