OOP vs fish flop raise on dry board.

Villain is a fish and had previously just raised this size on two separate occasions and this was the third.
Disregarding that, the value combos to raise the flop are slim, only 22 and A10 and A2 that i can come up with..
Turn is a brick and i still think my hand has value as a check call, If I'm folding TPTK what am i calling turn with?
Then river is weird because his combos of A10 decrease and no tens bet turn if they do spas and raise flop?
This is standard no? If not can you explain why?
