OOP float turns big draw, raise vs call

Blinds: $0.10/$0.25 (5 Players) UTG: $25.35
CO: $25.36
BN: $26.30
SB: $25.00
BB: $30.48 (Hero)
Preflop ($0.35) Hero is BB with K T
UTG folds, CO raises to $0.74, 2 folds, Hero calls $0.49
Flop ($1.58) J 4 2
Hero checks, CO bets $1.11, Hero calls $1.11
Turn ($3.80) J 4 2 Q
Hero checks, CO bets $2.68

I feel like if we call, we almost always lose unimproved and mostly don't get much value if either draw comes in. It's also hard for us to rep many value hands with a raise and we might overbluff with raising this one because A5s, A3s, T9s, T8s, K9s all look like potential candidates too. What's the better play here on what's our plan on the river with either play?
