villain is 40/28 after 27 hands / att to steal 38% / 1.5 agg factor / 100% c bet flop (2/2)
i decided to call OESD on flop, villains seems loose so want to keep his range wide
on the turn when K hit, i decided to go for a check raise with OESD to use FE to make him fold any hand in his range that didnt hit the K on decided to stab on turn. What do you guys think of this raise vs this type on villain on a K turn

I think preflop marginal vs 3x and high rake.
Turn can be ok to x/r, as played think river can be ok to continue bluffing, force villain to fold 76,89,56 type hands as well as some 88-QQ combos
I agree with Bingo. Fold pre. Either xr flop and continue ott+otr (on this board) or xr turn and continue otr.
Personally I prefer xr otf, because the majority of cards in the deck you can continue on later streets. Also, any strong hand you would usually raise immediately on such a flop so you could rep such a hand. What strong hand do you rep when you raise ott? I guess you could rep K7/K5/K4 in this case, but these are hands you're better off folding pre as well.
As for "fishy looking player"... To me it looks like those stats will converge to a reg. He is aggressive enough preflop and has shown aggression postflop as well (although the number of hands is too low to say anything about postflop). His vpip is indeed a little high, but for 27 hands it can easily converge to below 30%. And with 4 players I don't even think it's bad to have a vpip of 40.
