I would probably use bigger sizings on the flop/turn vs. limp/caller fish.
On the river I would just fold, recreational players don't like to bluff with big sizings in my experience, and he doesn't have that many bluffing hands that make sense.
Sizes are too small (the one pre too, you can do something like 4.5-5x), specially turn you have to bet close to pot+. River i would fold.

I dont think it's just a clear fold, fish like to bet 2p like that as well. Need to be good about 1 in 3 times here, I lean towards a call.
I honestly think this is a call, although i am not comfortable by any means......9T, 34 or 4x and 9x has too few outs on the flop to really continue. A4 or Ax hands often raise on flop but maybe he could show up with hands like A7 or A5.....two pair hands like 65 75 or even 87 suited seem most probable.

I'd bet way bigger on the flop and a little bigger on the turn. As played I fold, this is 89,A9 a ton.

I prefer raising at least 2/2.25$ preflop.
OTR I would fold, he is passive, so he probably doesn't bluff a lot and it makes no sense for him to bet DP or a set here, especially so big.
The other point for folding is that it's nearly impossible for him to have air OTR, all his SD OTF have at least two pairs OTR and I don't think he is the type of player to turn DP into a bluff. He has 89, 99, A9, T9dd in his range, it's way enough for me to fold with no better read.
I dont think there is any way T9 99, or 89 would call a pretty large turn bet from the preflop opener
He is just a random passive fish. I think he can easily have 99/98 and T9dd, if we add A9 and 97 I think it's a fold. He can't have air OTR, to bluff he has to turn at least TP into a bluff or value DP or a set and I don't think a passive fish is doing that (especially valuebetting so big on this board)
