NL50 turned top two in sqz pot

villain is 22/18 over 688 hands. Calls ~9% hands preflop on the CO, fold to 3b oop 50%. WTSD 41%, WSD 59, WWSF 53.
fold to cbet in 3b pot 40%. Turn xR before the hand was 1/7, so now its 2/8, but otherwise his AF f/t/r is 2/1/1

UTG folds, MP raises to $1.50, CO calls $1.50, Hero raises to $5.00, 2 folds, MP folds, CO calls $3.50

I can see cbetting and I prob would cbet most AT combos vs showdown happy, somewhat passive villain, who isnt likely to bluff too often later on, but with Th I think that xb is somewhat superior option.
Turn ($12.25) 8 9 A T
CO checks, Hero bets $6.50, CO raises to $20.00
I think that calling is not really an option, we'd have 25$ behind in a 52.25$ pot otr.
so we either jam or not. I think that our hand is underrepped and there is a lot of draws, but this guy seems to be so passive that folding might actually be preferable. This is a strongest hand in my range though. And his turn xR stat just went to 25%, even though the sample is really small.
He could have 88 99 TT, maybe QJs for made hands that beat us, which is at best 11 combos. Can he have AT? A9? A combodraw?

His sizing looks nutted though, which is weird, since my range is fairly weak.
