Not the best river. Don't expect him to ever be checking 10x/KK here.
Even though hero's line looks a bit fishy I think we can rep 44/66/KK/TT/KTs, backdoor flush, and like a 10x hand going for too thin of a value.

The only bluffs in our range would be like the exact 4 combos of our hand, or like a 99/JJ/QQ turned into a bluff but those won't 3bet pf all the time, especially the 99/JJ and also those hands won't necessarily be turned into a bluff.

First - if he is a capable 4 bettor - what is his range of 4 betting. Is it any two cards? If you give him the widest reasonable range - it would probably be any PP / AK / AQ / AJ / KQ / any suited connector.

Based on this range, a turn raise (imo) would be the best play as you can rep the widest (flush draw / gut shot straight and flush draw / ten hits / etc.). Also, villain would be hardpressed to call anything but AA-JJ/ any 10.

As played, you can achieve the same result with half size pot bet instead of a shove.

Figured I'm often only calling w/ 10x ott so therefore i wasn't inclined to raising but I get your by be able to rep harder otr

personally I'm giving up OTT, we got the OESD indeed but it's very thin and I don't think it's a good board to bluff once it pairs OTT.

I don't know what type of player villain is, but I think he won't 4bet light this deep.
