nl50 can I valueshove bad river vs a bad reg?

Blinds: $0.25/$0.50 (6 Players) BN: $116.90
SB: $53.60
BB: $50.00 (Hero)
UTG: $56.39
MP: $87.40
CO: $50.00
Villain looks reggy, 24/19 over 3400 hands, but he is a true non believer. He repeatedly bet/called my river xR with one pair type hands (usually he improved to the TPTK and b/c)
Notes: repeatedly "dont bluff", note that he overvalues TPGK (not relevant).
RFI CO 29%, Fold to 3b IP 42% total, 58% in the CO, fold to cbet in 3bp f/t/r 24/70/50. Raise cbet in 3bp 15% (6/41)
Preflop ($0.75) Hero is BB with Q Q
2 folds, CO raises to $1.50, 2 folds, Hero raises to $4.50, CO calls $3.00
Flop ($9.25) 2 7 2
Hero bets $4.75, CO calls $4.75
Turn ($18.75) 2 7 2 3
Hero bets $10.00, CO calls $10.00
River ($38.75) 2 7 2 3 A
Hero
we have $30.75 effective behind

Now, obv the worst river in the deck. Im really not sure if this is still valuejam though. He def. feels like a type of player who would raise FD earlier, but I cant be sure. Its obv harder for me to rep bluffs too.

thanks guys
