I kind of panicked here as I playing another hand on a different table. I know the sizing is terrible, in retrospect I should be raising to 31ish so I have a near pot size bet OTT.

Your opponent could raise you at the flop with QQ 44, any two pair ,flush draw or nothing. However he called your rerasie not 4 bet. I put him a weak flush draw or two pair. He check on the turn suspiciously, I would suggest check after and see his move at the river. The least thing you want is to see a check/raise on the turn.
If he were a reg, I would c back turn always, as I don't expect him to ever flat a 3 bet with 2 pair+. THis guy here seems to be a recreational player or a clueless regular, so it's not impossible for him to still have a hand like top pair or Q4s. Given that this is a mw pot and him beign kinda fishy, he might not even ever raise an FD on the flop... I think I would get it in against this particular player.
I think 95% of his flatting range here is flush draws, maybe occasionally JT, but never a made hand like 44 or Q9s, because they would 4bet on the flop oop for sure. At this point I'd treat my hand as beat, and check back to fill up.
Thanks for input guys. I think checking back is best as I can't see many hands left to get value from. If we check back and villain shoves blank river is that a fold?
