NL4 - Set OTT facing a min raise

Because of the wet board texture I probably sized my cbets too small, athough they are both tight players (SB - 19/12) and this board does not hit too much of their range.
CO is 19 / 15 over 1k hands with a 45% CALL FCB and 67% CALL TCB. Raised turn only 1/16 times.

I doubt he calls pre with 69s/64s, and he doesn't seem like he's the type to bluffraise the turn, so I feel like we're facing a set/87 almost always, and there are some cards that will kill the action, so I would just 3b/gii ott.

I would probably jam turn. His raise indicates that he's never folding and you might lose value OTR.
As played, it's gross but he should jam his sets enough of the time imo.
