Villain is 38/24 with only 22 hands.

Is the 3-BET value pre-flop good?

What would be a better line here to extract value?

I raised turn because the Q hits some of the villain range, aswell as he could have checked an ace on the flop and I thought I could get some value, and also didn't wanna just call again and see a 4th heart come, that would probably kill the action and/or kill my hand if he has Q or K hearts.

Not a fan of pre, think folding is better.  His calling range contains a lot of dominating combos (AJ/KJ-JTs).  You'll do better here 3betting a more polarized range.

As played you can either raise now if you think he's leading more strongly and will just stack of with AJ no heart/T+h.  If not, your better off calling down and jamming brick rivers.

You mean 3-BETing very good hands and total bluff ones? Like Q5s, for example?

Yeah I think raising flop would be better, as he would probably call with any aces hoping I'm on a FD or something.

J8s IP is fine oop its hard to play cause its dominated so ofthen.
Flop is interesting that he donks, i still want to raise tho any heart kills your action or gives you scnd best hand.

I wouldnt 3b this vs a 38/24 after 22 hands. We have no f3b stats so then I would 3b a polarised range; value hands and doable opposite hands like 56s/67s/89s and suited gappers, and then the same amount of combos of the value hands. So Q5s wouldnt make the cut for me.

Post I would raise the flop to get value from ax/kh/sets?.

I agree with Legendary with both preflop and postflop: I feel like your range is much stronger once you raise on the turn.
You can also call flop and turn if you feel like he's bluffing, but calling OTF and raising OTT it's not your best option IMO.
