Villian is a 17/14 with Steal of 25 on SB, but PFR of 15, I dont understand if I have to follow steal or PFR stat...??

He Cbets 69%, is somewhat std? I think all his Ax is betting, some FD and JT,QT or KT. Specifically for an almost 70% Cbetting range what do you expect him to be cbetting here?
