NL25 Zoom: 3b pot turn play facing superweird line

BN: $25
SB: $39.41
BB: $25
UTG: $24.30
HJ: $35.39
CO: $49.27 (Hero)
villain completely unknown, probably fishy given his line
Preflop ($0.35) (6 Players)
Hero was dealt K 9
UTG folds, HJ folds, Hero raises to $0.62, BN folds, SB folds, BB raises to $0.99, Hero calls $0.37
Flop ($2.33) 5 K T (2 Players)
BB checks, Hero bets $1.20, BB raises to $2.90, Hero calls $1.70
Turn ($8.13) 5 K T 4 (2 Players)
BB bets $0.75, Hero calls $0.75
River ($9.63) 5 K T 4 A (2 Players)
BB bets $6.75

As played, I guess it's a relatively safe fold on the river. I'm just wondering if I should have played the turn differently. When he puts in a c/r on the flop and then almost minbets the turn like that, I feel like he is heavily weighted towards draws or marginal hands. Should I just have shoved there with very good equity vs anything, maybe even let him make a really bad call and prevent giving freecards like this specific river?
