NL25: thin value with TP on drawy river

MP: $35.87
CO: $31.28
BN: $12.98
SB: $20.94
BB: $25.00 (Hero)
villain 56/36 over 30 hands
Preflop ($0.35) Hero is BB with Q A
3 folds, BN raises to $0.50, SB folds, Hero raises to $1.50, BN calls $1.00
Because he's so short, I just 3x'ed it pre. Probably should have made it bigger though and punish him for calling too wide.
Flop ($3.10) 9 3 J
Hero checks, BN bets $0.75, Hero calls $0.75
Initial plan was to c/f vs anything bigger than ~1/2p but he bet so small that I was quite happy calling.
Turn ($4.60) 9 3 J A
Hero bets $3.20, BN calls $3.20
Didn't want him to check back or bet tiny with worse pairs or draws OTT so even though it always feels very transparent, I decided to lead into him.
River ($11.00) 9 3 J A K

He has ~7.50$ left. Can I jam it in and hope he desperation-calls it off with AT or JT? I mean, he can have a ton of 2pairs or otherwise better hands and betting seems really thin. What should I do after I check and he jams though. I hardly see him having any unpaired bluffs either, worse for value is also super unlikely but it's still a very tough fold to make...
