Why does it want to lead 1/4 pot in 100%

EP KhKd opens 0.52
BU calls
POT 1.57 8hTc7s
EP bets 0.39
BU raises to 1.57, EP calls 1.18
POT 4.71 8hTc7s 8c
EP should lead 25% pot 100% time, why?
