Fish is passive with 72/12 and L/C of 64 from this position in 12 Hands. He has only WTSD 22.
I think PRF is standard. Flop is like a 30/70 Raise/Call. Turn is also Standard like it is played I assume.
Now I'm not sure what would be more EV against this type of player. We have SD Value but could easily gettting better hands to fold with a decent bet. I run this in GTO+ and they are only bluffing with KQ type of hands without heart and check 9x, Jx back.
Is my decision wrong on long term?

I would check back the river with this hand. I think that betting risks getting looked up with a low heart with a player this unpredictable , even taking into account the low WTSD %
12 hands is not enough to be making any assumptions. This seems like a big risk considering he'd most likely call with any heart and only be folding the times he doesnt have a heart. Unless you have a specific read here this seems -EV. I agree with Lemmings a check back on the river seems best.
Generally speaking, don't turn hands into bluffs againts fishes. The chance of getting called is higher than normal and the possibility of villain having random hands that you beat is also higher.
