I wasn't sure if I could raise for value here and the river would be awkward unless I shove. He bets pretty small so it could be a draw, but he could have turned a straight or just play his sets like this.

I was surprised to get called by AQ. If he calls that then he is calling T9 and all flushes, but he probably won't play those like this OTF? So maybe he was like "I have trips top kicker and he can have missed diamond draws and worse queens, I call."
