NL25- folding KK overpair on a double paired board againsta river shove-feels too nitty

Just sat down at the table, and if I remember correctly villain was running something like 20/18 over 10 hands or so, so his stats seems fine, although his stack size suggests he is fishy.
OTF, not folding to that small of a raise. OTT, I actually feel its a fold, what you guys think? The line is just looks so strong even though the paired 9 reduces his set combos. I know he seems fishy, but at this level its usually the nuts I feel.
Now onto the river (which we shouldn't have got to), the paired 4 further reduces his set combos now. I think we also gotta consider if he 3bets JJ pre, further reducing his set combos. Not sure if I should have called here, on the one hand there is are less set combos, 5 if we include JJ in his preflop calling range, but on the other hand, this line is usually the nuts. As for what he could be bluffing with, well the flush draw, maybe QT, even then most usually give up by the turn or the river. I think its kinda close, would like some opinions.
Thanks
