My worst value bet is AJs and I have TT+ so I have 27 value combos. I would bluff all my AK without Ad here.
Final Pot
BB
wins and shows high card Ace.
CO wins and shows a pair of Nines.
CO wins $49.99 BB wins $0.00
Rake is $2.63

I think the only hands villain will be happy to snapcall with are JTs, TT and the JJ he didnt 4b pre. Some of these would have raised before the river. Maybe I can overbluff this river against most guys by adding AQ without a diamond too?

He called down 99?!
I think you are thinking in the right direction I like it. GG and WP hand IMO!
I like the river bet as played.
What is your reasoning for cbetting the flop? It hit's villains range harder than yours and if you are going to start barreling I don't think just the gutshot with AK is enough here. I'd lean towards checking and possibly taking a stab on a later street and I'd check hands like AA/KK/QQ also, AJs, some diamond's.
It doesn't hit him harder, I have all good hands that he has + I have all overpairs. Some guys might have 66 but I expect most to fold it pre.
AK has the best blockers to his AJ and KJs, I think it's the best 3 barrel bluffing hand. My checking range would probably look like: A9s no diamond, ATs, KTs-KJs, QTs-QJs, T9s, 99 with some JJ and AA to protect it.
