I'm struggle to click call here. Feels like passive people aren't bluffing enough and river isnt't excited for him to bluff. What do you guys do?

Probably calling, especially if you bet river with some Tx and 9x to get value from ace highs. I agree that it can be an underbluffed line, but you still have ace highs to fold to delay.
I would bet flop, fisrt if you check often on the turn comes overcards, second if he has air he can bluff and you will get difficult situation. If we bet flop we can get value from ax hands, we can get value from 2x and 44, and also we protect our hand. Also over bet on the flop i think to play hand more easy.
I don't like betting this flop w 55 vs rec bb or reg. not much value to be had and it will make turns and rivers very hard to play. this flop has all sorts of hands that will float it that is unpaired. very easy to be c/r by those hands too. so no I'm sorry but I disagree with your analysis. river is interesting i can see both options having merit.
