This hand puzzles me a bit. OTR we have situation- ahead of his bluff and thin value and losing to any value combo. I don't expect people to have 9x otr playing this way, mostly it is strongish Ace/Bluff/flush+.
Should I put mid-size raise ? or just call it off?
Villain is rec and no stats.

id just a call, raising will isolate you with the top of his range.

I wouldn't really look at this flop raise from the bb (who I'm gonna assume is either a weaker player or misclicked), as much different in terms of range structure from just a call. There will certainly be players who will never use these funny raises unless they have some kind of strong hand, but since you haven't mentioned any reads I will proceed as if this is an unknown recreational player. I will expect to see all kinds of Ax, probably some 9x, flush draws, oesds, gutshots, as well as an occasional set or 2p; although I think these will be reduced.
His turn sizing is, again, pretty unconvincing. At this point I think we will see mostly Ax and some low frequency of all the rest of the hands I listed. I think raising the turn will work quite well with this hand.
So given all of this and another small sizing on the river I am definitely raising with this combo. We block his 2p and flushes which will further increase his frequency of Ax hands here. Anywhere from $35 to $45 looks good to me.

Thank you, all sounds good to me. Yes i was considering on the turn turning my hand into a bluff and follow though rivers with nut blockers, but this time it was a call
really close since fish in general use random sizes for whatever hands. so he could easily have a flush and think he doesnt want to scare you off with a big bet. but then it would also be Ax going for some thinner value. if hes more like a loose aggressive fish i would put in a raise, if hes more like a tighter fish id just call i guess.
