NL200 How to approach this TPTK situation 3B pot

SB: $202.42
BB: $202.70
UTG: $236.58
HJ: $199.06
CO: $188.48
Preflop ($3.00) (6 Players)
Hero was dealt Q A
UTG folds, HJ folds, CO folds, Hero raises to $4, SB raises to $16, BB folds, Hero calls $12
Flop ($35.00) 9 J Q (2 Players)
SB bets $18

Villain is one of the best regs at this limit. I think he is fairly balanced on this board.

On the one hand I want to raise for protection/value.

On the other hand I think this is a board I get bet-jammed on quite frequently (by better and worse).

How should I approach this situation? I think anything but folding is valid but would like to hear opinions on whether calling or raising is best for our range.
